The Chief Executive Officer of Moi Teaching and Referral Hospital (MTRH), Dr. Wilson K. Aruasa, MBS on Tuesday, 27th August, 2019 chaired the 16th cycle of Performance Contracting for the 2019/ 2020 Financial Year (FY).

In his opening remarks, the CEO welcomed the Directors of Directorates and Heads of Departments to the process of defence and negotiations of the performance contracts.

Performance Management Negotiations is tedious and involves setting clear Performance Indicators( in topical areas in line with Guidelines from the Executive Office of the President and MTRH’s parent Ministry of Health) with Specific, Measurable, Achievable, Realistic and Time-bound (SMARTER) Targets.

Dr. Aruasa said the Directors should lead by example in driving the implementation of the set targets.

The CEO lauded the staff for the good performance seen across the Hopital. He urged them to maintain and put the Vision and Mission of the Hospital ahead as it outlines the core mandate: “provision of specialized healthcare, training, research and health planning.”

He reiterated on the core values of the Hospital, starting from personal and institutional integrity, promotion of the public image, customer care and efficiency.

He observed that issues touching on Human Resource should be dispensed with accordingly and ensure staff matters that include promotions are managed as per the Human Resource Instruments.

The CEO also made it clear that staff should acquaint themselves with the role of the Hospital Board in Procurement-approve the Procurement Plan, approve the Budget and play oversight to Management’s Implementation of the Procurement Plan. He urged all staff to adhere to approved plans and work within allocated budget.

“Every Directorate/Department to enumerate targets as per Universal Health Coverage (UHC) plans, factor in Risk Management and implement Business Continuity Plans” Dr. Aruasa said.

On partnership, the CEO noted the key role played by MTRH, being a leader in health care in Kenya and East African Region. All Directorates to prioritize cooperation with other State Corporations in Health; Kenyatta National Hospital (KNH), Kenyatta University National and Teaching Hospital (KUNTH), National Hospital Insurance Fund (NHIF), Kenya Medical Supplies Agency (KEMSA), Kenya Medical Training College (KMTC), Kenya Medical Research Institute (KEMRI), Academic Model Providing Access To Healthcare (AMPATH) plus and AMPATH.

Other institutions working closely with MTRH include Mathari National Hospital and Othaya National Hospital.

The Hospital also works closely with Moi University, College of Health Sciences.

The CEO asked all Directorates and Departments to carry out Mid-Term review of MTRH 2017-21 Strategy to assess its implementation progress.

The negotiating teams were privileged to be addressed by dignitaries who had paid a courtesy call to the Hospital CEO. The team was led by CAS, Health Dr. Rashid Abdi Aman, Governor Uasin Gishu County, H.E. Hon. Jackson Mandago,EGH, Deputy Governor, Daniel Chemno and CEC Health, Ms. Everlyne Rotich.

In his remarks, the CAS lauded MTRH team led by CEO Dr. Wilson K. Aruasa for the wonderful job in healthcare provision. He recognised the Hospital for serving twenty two (22)Counties in Western region, saying this is a great leadership direction that is going to benefit Kenyans.

He said, to scale up Universal Health Coverage, (UHC), MTRH has the right leadership and staff expertise needed to provide skills exchange at the grassroots level to ensure that diseases are prevented before they occur.

Still on UHC, MTRH will continue to support Counties through preceptorship in all disciplines. Our various Clinical Directorates/Departments will also conduct outreaches in the Counties.

On service delivery front, MTRH commits to building on progress made so far by conducting 15 Open Heart Surgeries, 14 Kidney Transplants and 5 Corneal Transplants by June 30, 2020. The Hospital will also seek to establish a model Integrated Care for Non Communicable Diseases (NCDs) including; Cancer, hypertension, cervical and breast cancer at community and primary healthcare level in two selected counties (Busia and TransNzoia).

Directorates present in the PC negotiation were: Senior Director-Administration and Finance, Senior Director-Clinical Services, Internal Medicine, Peadiatrics & Child Health, Heamatology and Oncology, Diagnostic Services, Nursing Services, Reproductive Health, Surgical Services and Pharmacy & Nutrition.
